Maybe they are expecting a swarm of marathon runners?
We get a lot of that here in Bangkok too. One of my neighbours even puts bottles around his car at night, even though it is locked in his driveway behind a gate. Can't be too careful I guess, just imagine how terrible a drop of stray dog pee would be!
